Zoning is set city by city. The rural character survives in the west: Independence's 2040 Comprehensive Plan draws a north-south line that guides the western two-thirds of the city for long-term agriculture and the eastern third for residential or rural residential development, concentrated next to Maple Plain where utilities can reach. Independence's zoning code (Section 530) sets a 2.50-acre minimum of buildable land in the Rural Residential district, and in the Agricultural district a lot must hold 2.50 acres of buildable land, contiguous and not split by streams, wetlands or slopes over 10 percent, with room for two on-site septic systems.

In the Agricultural district, a lot of record as of November 9, 1999 may be split into rural view lots only by size: none under 40 acres, one for 40 to 79.99 acres, and two for 80 acres plus one per additional 40, with each new lot between 2.5 and 10 acres (Section 530.03).
