Every job starts with who has jurisdiction over your land

Minnesota's State Building Code applies to a new home everywhere in the state, but only a city, township or county that has adopted it issues building permits and inspects, so the first question on any parcel is who, if anyone, enforces it there. The state sets the ground snow load and the frost footing depth by county. Near a lake or river, the local shoreland ordinance decides where a house can sit, and off sewer the septic system is permitted under a county, city or township ordinance. Whether you are buying a kit or a whole house, those answers come first.
