Lyon County's zoning ordinance, effective April 1, 2015, regulates land use and population density in the parts of the county outside the incorporated limits, including township land. Districts include A Agricultural, RR Rural Residential, UE Urban Expansion near the cities, UV Unincorporated Village, C-I Highway Commercial and an older R Suburban Residence district in which no new districts may be created. Shoreland and floodplain rules sit on top.

Lyon County Planning and Zoning administers the state SSTS rules through its local septic ordinance and permits systems up to 10,000 gallons per day. Inspections are required for all new and replacement systems, systems must comply at property transfer, and existing systems are inspected for a bedroom addition or for any building permit or variance in a shoreland area.
