In St. Louis County, 11 of the 187 cities and townships in DLI's directory have adopted the State Building Code, including Duluth, Hibbing, Ely, Chisholm and Hermantown; those cities permit separately. The county itself says it does not administer the State Building Code, but it requires a land use permit for new construction, including a foundation, in county-administered townships. The code still applies everywhere.

Land Use Division, St. Louis County Planning & Zoning (or the township, where it zones)
The county's Land Use Division administers Zoning Ordinance 62 and Subdivision Ordinance 60 in county-administered areas. Districts include Forest Agricultural Management (FAM), Multiple Use, Shoreland Multiple Use and Residential. A township that files its own zoning ordinance, at least as restrictive, replaces Ordinance 62 there, though its shoreland rules must stay consistent with the county's.

The county's Onsite Wastewater Division runs the SSTS (septic) program under Ordinance 61, with standards the County Board last amended on March 28, 2023, and takes septic permit applications through the county's online portal. MPCA-licensed professionals design and install the system.

- Zoning Ordinance 62 pairs every district on the zoning map with a numbered dimensional standard. Minimum lot area runs from 35 acres (standards 1 and 1a) through 17, 9 and 4.5 acres down to 2.5, 2 and 1 acre, so two FAM parcels can carry very different minimums (Ordinance 62, amended May 5, 2026).
